Biography : Kwassi Klutse (born July 29 ,1945) Kwassi Klutse (born July 29, 1945) was the prime minister of Togo from August 20, 1996 to May 21, 1999 when he resigned. Klutse was a member of the Rally of the Togolese People, the party of then ruling President Gnassingbé Eyadéma and was the planning minister before becoming prime minister.
